Sin-Keat is a senior executive with more than 25 years working experience in capital markets as a post-trade (CCP, CSD) and risk management expert, regulator, market operator and consultant in Malaysia, New Zealand, Dubai, Azerbaijan, Saudi Arabia, Sri Lanka and Kuwait.
Sin Keat was the Project Manager for the BTA Sri Lankan CCP project with CBSL, CSE and SEC who designed the CCP business specifications business specification, the risk management requirements all based on the CPSS/IOSCO Recommendations for Central Counterparties and EACH standards. Since the SL project, Sin Keat has been working with BTA advising KCC, Kuwait on the CCP design with upgrades to the CSD and trading systems, advising the CMA Kuwait on derivative market requirements, and the Saudi Arabian Monetary Authority.
Prior to consulting, Sin Keat implemented the CCP for Bursa Malaysia, designed the business specifications based on the CPSS/IOSCO Recommendations for Central Counterparties and market consultation with New Zealand Securities Industry Association for CCP for New Zealand Exchange and as a Managing Director designed the business specifications based on the CPSS/IOSCO Recommendations for Central Counterparties for CCP for NASDAQ Dubai.
Sin Keat is an economist by background, strong in risk management and is a safe pair of hands, where the first 10 years of his career were with the Securities Commission of Malaysia and the Central Bank of Malaysia.
Sin Keat’s soft skills include excellent writing skills, persuasive presentation skills and quantitative analysis. Sin-Keat has also implemented IT systems for trading, clearing, settlement and depository in the markets he has worked.
